People in Korea gets free tests. Only time you pay for the test ($130) is when you personally want to take the test for whatever your OCD reasons. Normal tests like when you're exposed to the ppl who're infected or have been to such foreign countries, you're required to take the tests. The authorities will find you and take the tests. No but's.
