Enforce? How? More tariffs on Chinese goods that US importers on down to consumers will pay? In other words increased taxation on US citizens. That'll show them Chinese!! Increasing border scrutiny of packages??? That should have been ongoing.But now if a counterfeit product is found it gets confiscated and the patent holder has to take legal action against??? China? Just hand your wallet to your lawyers on that one for no result.
Re his points of 'success…
1. Oil extraction and refining equipment along with software/hardware items to insert into Chinese-made products. US used manufacturing equipment to keep making once-US produced products. Nothing new here.
2. China has just learned not to trust US agricultural producers and so have made deals elsewhere like Brazil for soybeans. Hence the Amazon forest fires to create more farmland.
China has and will continue to buy US agricultural products. no change here except they will be constantly looking over their shoulder with other suppliers getting business to keep them as options. Tariffs are still taxes on US people to subsidize soybean farmers who lost their China market. "Buying more than before' is all talk. Wait and see. China makes hollow promised POTUS wants for election time.
3. See point 4. Just like Japan, China does not honor patents and copies stuff. Never did and why should they? They provide cheap labor and lax environmental regs for manufacturers.
4. Our manufacturers went there willingly and knowing their technology is being transferred.
5. IMF has ruled China hasn't/isn't manipulating its currency. The IMF!!!

China absolutely cannot abide by the trade deal. If they change their economic policies in any way that results in less than full employment it will threaten the regime. What they will do is pay lip service to deals without actually changing anything except a few high profile show items, and then when it becomes apparent they aren't actually making any changes, they will "renegotiate" ad nauseum…
